Possible Bug: I had a ice mine in an area with ice in winter and without ice in summer. The mine was removed in summer because the "unlimited water" was depleted. As it would have worked in winter again, please patch it to "not auto-remove" the mine in summer.

Epochs are different phases of the society in your city, like revolutions, good economic times and such things. They change from time to time. In this times you get a bonus or penalty.
