Wow, a perfect intro for a detailed scenario or even an exciting book.
But it could be difficult to implement because of CMO's limited ground operation capabilities.

SeaHag has a huge impact on the CPU (usage: 34%). commandTalk almost none (CPU usage only 0.4%). The main disadvantage of commandTalk is: you are restricted to 37 commands.
If you add an additional command (2 lines) to the CommandTalk.ini commandTalk does not start.

+1 for adding real flying sequences

If you change the default heading of the lead element "runway 15/33" to the real heading (here 150° or 330°) then aircrafts doing the correct landing/starting pattern.

Actual "civilians" could be anything: a retired President of the USA, a sub commander on vacation with binoculars or your neighbour.
So the detection range is somehow plausible.
