Error of my human memory is likely, as I do my turns in 1 sitting so cannot remember unfortunately I do know everything I had on reserve was completely unmoved from turn before to maximise activations and MP's were all accounted for moving over the rivers to defend but that's not important if you ar...

I did it get that in one instance, when I was prodding around the Endsieg scenario.
I restarted WitE2, it stopped, and has not happened again since

Yeah, I'd say only movement FOW would make sense, for the same reasons as Loki suggests

You can also load up 2 instances of the game, one to practice Axis opening, one with Sov turn 1 placements
It's unintuitive and unintended but it's there

Might well be a pointless suggestion, but could it be a firewall, ad/extension blocker, or some kind of similiar software blocking you from opening the link?
I know I have trouble opening seperate extension files some times, and it asks in a similar way to what you have described

Sending to and from reserves is absolutely fine, with or without enhanced TB control
Sending to and from other theatres I:E Western europe, Italy, Africa etc, is where you need enhanced TB control, to be able to bring them back too
