I am playing the Baleares Scenario Long, Republicans side, it is the 1st of September 1936.

The T-14 mine laying class torpedo boat can't be loaded with mines while disbanded in Port Mahon, a port 4 size, and the minelaying mission is not allowed at all.

Is there any reason for that?

My Solution would be to either increase the amount of actual labor/worker squads available or give all combat squads and support squads a tiny amount of intrinsic engineering capability. Enough so that they over a longer period of time can do at least basic tasks which would fall under basically ...

You can keep your ships at home. But really, a lot of those hits are light AA fire, if you hit one of the "flag" symbols during the combat, you will see a list of what guns hits what ship.

I'm not sure that will work. Yes it increases support for the base but it will not improve the repair rate for aircraft still on the ship and nor will it assist in anything other than seaplanes (FP/FF/PA) at the base.

Only carrier type ships have the ability to to maintain none seaplane type ...

Even Mediterranean area is very limited interest, there were very few (though significant) naval engagements in WW II.
