The AI cycles infantry units in and out when attacking you, and if you have the "quick animation" box checked in the settings it can go really fast and look like it's the same unit

TBH I didn't really check the schedule when invading France.I just had France & Yougoslavia as my main targets for 1940, as long as they went down easily I was happy :) No need to "stay on schedule"

Yes by "partisan strike" I was referring to the ressource-damaging attacks, not an actual partisan unit spawning. It only occured once in 1941 though and hasn't happened since, so it may just have been me not paying close enough attention to my garrisoning x)<br/>
