Unless I am seeing things I just had some German infantry launching two strikes against my Soviets. I can see nothing in the manual about infantry having this power.

Is this a bug or is the manual (which refers to tanks and aircraft) wrong?

Mechanized Infantry would have the double strike ability, maybe it was such an unit you saw in action.

Maybe the AI swaped units? Could look like it was a single infantry attacking twice.

That is what I am wondering, but when that happens normally you can see that another unit has 'moved on top'. Didn't see that this time. I'll keep a check on it.

I've seen that appear to happen and it is always units swapping in and out but it not being visually obvious.

Yeah, I too suppose it was fast unit swapping in partial FOW.

The AI cycles infantry units in and out when attacking you, and if you have the "quick animation" box checked in the settings it can go really fast and look like it's the same unit
