Is it necessary to split CAP above an air combat task force at both low and high level to cover for torpedo bombers? Also, in a ships information screen what does the ops number signify? Thank you.

Can a airfield/port be repaired if it reaches 100 points of damage?

It truly is a game with a "learning cliff." If the manual wasn't so poorly written and edited I don't believe the game would have the reputation that it does. The others have given some good advice on getting started. The game is well worth the effort.
