It sounds more like the second option since the number of guns is 23 and the number of elements hit is 33.

If you want to reproduce this, just attack the hex west of Brest Litovsk at the start of 1941 Campaign as seen in the linked image. Can't attach any files to the Forum yet.

In one my battle reports I have noticed that the heavy artillery the FPE value is zero but the HPE value is non-zero.
Is this just a display issue?

Here is the save just before the attacks in this area. The best way to reproduce this would be to attack with the 18th Motorised Division near Minsk the nearby Infantry Division or the Fortified Regions and the Soviet Ground Support should trigger (it doesn't trigger always).
