I don't have much mp experience, our game being my 3rd overall (and first with the axis) but my opinion:

1- Yes to invest on asw tech from turn one. Submarines are already difficult to sink with the initial technology, much more if they have advantage. If you wait to see if the germans are ...

Hello.

Recently I started a mp game as the allies, and after the initial attack against the SU, I couldn't rebuild any of the lost units.
I started a hotseat game to check, and found that the soviet units generated via script start with 0 supply, so when destroyed they can't be rebuilt.
