Russian units starting with 0 supply

Hello.

Recently I started a mp game as the allies, and after the initial attack against the SU, I couldn't rebuild any of the lost units.
I started a hotseat game to check, and found that the soviet units generated via script start with 0 supply, so when destroyed they can't be rebuilt.
If I'm not mistaken that wasn't the case in previous versions, and isn't the case either in the 1941 scenario. I couldn't find any information about this in the manual nor in the changelog.
Is this a bug or is working as intended?

I think this has always been the way, at least it certainly has been since our WW2 Global Conflict game from about 10 years ago.

It isn't the case in the 1941 scenario as the Axis start the game at war with the USSR (to save the tedium of having to declare war manually) however Soviet units are penalised heavily by a Strength script in that campaign to render them very vulnerable to destruction.

It was a while since my last game, and perhaps I mixed memories from sc2 or something.
