The UK appears to have a total limit on Destroyers in the 1939 Storm Over Europe scenario. Once the 6 are built from the force pool, no additional destroyers were able to built despite having lost 6. The Axis appear to have no such restrictions on sub builds.

Okay, the issue appears resolved; which is only because I made a tech support request. Now when I create a Host Challenge it 'immediately' appears on the 'open challenges' screen, in my lobby, which it wasn't the other day.
