Alliance bug

While playing in Japan, I had France declare war on me as an alliance obligation from the UK, which it also was fighting. I still have an alliance with France.

New infantry coming soon?

I've been going through the DB3000 and I was noticing, most nations don't have more than 1 or 2 infantry platoons. Is there a way to just add them to the DB or do I just have to wait?
