Why not just setup a hotseat game and play both sides? Or is the goal to be able to see the other side as the AI plays?

Naval units unable to attack in first Op Point move

If I try moving a fleet into a hex with an enemy fleet on my first op point move, I get a message that the fleet cannot exceed 9 units.<br/>

If I move adjacent on OP Move 1, I can attack on OP Move 2.<br/>
