Naval units unable to attack in first Op Point move

Wanted to make sure this is WAD.

If I try moving a fleet into a hex with an enemy fleet on my first op point move, I get a message that the fleet cannot exceed 9 units.

If I move adjacent on OP Move 1, I can attack on OP Move 2.

Didn't want to assume this is working as planned, especially since the message sounds like the fleets are merging.

Fleets cannot be in the same hex so yes, you have first to sail closeby the enemy fleet and then you have to attack them.
If a round of combat happens when you move first, it's because the passive player fleet is in fleet mode and intercepts you - it's them attacking you.
