You need to set the Support Level for the HQ to Locked. Section 5.4.16 in manual.

Sorry for wasting your time pal, only want to do server game.

I'm pretty new to the game, and have yet to complete a full campaign. Can do 1-3 turns a week. Server game, and open to discuss options.
