How do i report a game Crash?

The game is always(tested 3 times) crashing in the Enemy-Mayor-Ai-Turn. What is the best way to report this and somehow provide the Dev with the save-file?

In extension to budd's idea, maybe a new Panettype like "artificial Planet" where you can manualy edit the planetary parameter would be cool. So you can have the best of both worlds
