One important factor should be jobs available, as well as wages. Both private / public jobs may be more readily available and/or pay more than you do.

You can already do this, just split off the transports to a new Battlegroup. You can rejoin them later too.

I agree more direct control when it comes to the composition would be a welcomed change.

Now about the randomness, this game is highly random in most aspects, so reducing it somewhat in a few areas like this one should be no issue at all.

-In higher difficulty levels Minors do not have the AI combat bonus against a Major AI

Interesting change. Might really spice things up a bit on extreme.
