Secretary

In my current game, my secretary has extremely high ratings, so I am thinking about giving him another job.

But then I realized, I have no idea what the importance of a secretary is. I see in the manual that sometimes they make decisions you neglect to make. And that they are more expensive to dismiss. But I have no idea whether these high ratings are being put to any use in this position.

Secretary can be a good source of leaders. They get immediately replaced with someone else as well. If you have no one to replace them with, someone new is generated. Sometimes the replacement can be highly skilled as well! So if you have a lot of PP to burn and lack leaders, it's an interesting option.

High ratings should be way more beneficial elsewhere, if you can afford the dismissal.

I wonder if something has been changed, or whether this is a bug but...

I dismissed my secretary with a promise of another job. I had a governor position open, but the secretary did not show up that turn as a candidate, which was a little odd since there was only one other candidate. But I waited a turn, and still no former secretary showing up as a candidate. And when I checked the leadership pool he is nowhere to be found.
