Seems to me tbh that the Republicans need any advantage they can get so even if it's a bit unrealistic maybe leaving it is good. Would help keep the Northern Republic alive for instance.

According to Vic the negative virtue modifier Depressing Kill:Loss Ratio is an average of the last 20 rounds. I think this should be communicated more in the tooltip for the modifier

I'd go even further. I don't think militia should be under the control of the player most of the time. I think you should have to temporarily take control of them, federalize them, for a given number of turns. It's how the national guard works irl

Yeah its not just sending resources. Thats certainly part of it. Directly sharing resources with high level allies should be a thing.
