Readiness and Morale recovery

Is readiness and morale recovery explained anywhere in the manual? There seems to be a whole lot of factors involved, but searching the manual gave me no information on how those work.

Maybe I did not make it clear, but this isn't a mod request, it's a suggestion to Vic to convert the indexed-color counter image into an sRGB image, so it works under Wine without manually converting the sprite.

I don't think the modding subforum is the correct place for that.

Manual section 5.4 describes which faction can do what. I've missed it as well, and couldn't enter a victory pact. I didn't know which faction was required, so I couldn't even influence the outcome to be what I want&#9785;
