I would be against changing the rule, but I agree with Taifun that it might be limited to at or above a certain level of amphibious warfare research.

Also Hubert I just noticed the thread on WiE discussing the same issue I had -- I should add that I was using the Iron Cross/Historical Flags Combined Mod.

I agree the 'honors' feature is super cool yet often forgotten! Especially when you're looking at guys like 5th Panzer in 1944, 7th Armored, US Carriers, etc. One of the best 'chrome' features of the game IMHO.
