Because its firepower reached its threshold and "converted" the damage for an extra attack per round, it's the stat below the attack stat. Artillery does the same thing.

Select some of your aircraft and use the "airbridge" order on one of the enemy's hexes, that should do the trick.

I see. I don't think it's obvious that those numbers are both production and upkeep added, as the arrow pointing towards the output makes it look like it's what is required to produce the output each turn, regardless of whether the building is in construction or not.
