Yes, pretty much that. It is a must for one country of each side to rush, but after that it has strongly diminishing returns, as the highest S&I of each side counters ALL S&I of the other afaik.

Exactly, the experience value gets divided by 3, but not the Attack Type Value.

1,11*(4+0/3) - (0,53*(0/3+0+0)) = 1,11*4 - 0,53*0 = 4,44 - 0 = 4,44 (which gets rounded down to 4)

The +-1 only gets applied after the prediction, so the defender will lose 3-5 points.

If a Westcoast invasion at least halfway succeeds, it does a ton of NM and economic damage.
D-Day would be pushed far back only by the task of clearing California/Hawaii alone. Imho one of the best ways to give the Reich the time it needs in the east.

I am not sure. This happens every time that I play with the Germans. It suddenly jumps from 80% to 100% in a single turn. Not that I wanted to declare war so early... It cost me an Italian sub!

That's not how this works I'm afraid. When you modify the game, it is only available for you in single player. For multiplayer both sides need to have the same mods installed, otherwise the game can't be selected. Those are the red games you'll sometimes see in the lobby.
