So I can have normal artillery with trucks. Why would I ever build a much more expensive mechanized artillery, with much smaller gun and much more fuel consumption?

In every zone I have "production penalty". In some zones 4-5%, in some 6-7%. It often causes construction to do only 0.5t.

Tooltip says it is "from unrest and other issues". My unrest is at zero. How can I find out why is it? thank
