You could explain it to yourself - for more immersive gameplay - like this:

Since they're gone fight alongside the German units inside the German chain of command and supply there have to be some standardizations like ammunition (rifle and artillery), uniforms, radio equipment, cars and trucks etc ...

Playing with the latest patch.

I'm in late 1941 and have encircled Leningrad. Battling my way northward I realised the battle was fought against two rifle divsions and a cavalry division. The two rifle division came from the southern front and got a -10%.

So if the AI somehow transports divisions ...

Yes, if you put them all at 4 it will clog up the train capacity. The way to do it is that you set a few of them to 4 each turn. When they fill up, you set them to 1 again. Then they send the accumulated freight further east. This way you get more freight at the front. It is called "pumping". It ...

Thanks, I did indeed use the AI supply button - don't know why though, probably just to find out whether it does a good job or not. But why does the AI delete depots? Puting them on 0 priority would be sufficiant or wouldn't it?

And about the 'manpower'. This could make sense, probably not all the ...

I see your point so I looked at the 'Stalingrad to Berlin campaign' - Soviet side - because it starts in winter.

And here too the units (motorized or foot), well they don't avoid roads, but they don't seem to make as much use of the advantages of the available average and goods roads as they should ...

But let me give you an example for what I mean: turn 3 Army Group South. 298th ID, hex west of Kivertsy (189/177), 15 MP left. I want to move this ID east to Rovno.

The way the route is taken by the computer is one hex to the southeast (190/178) and then strait to the east ...

Interesting, thanks.
But how comes that it never happend to me before? I'm pretty sure I encircled those Soviet forces in previous games and always had to fight those fortified places (encircled them on turn 2 and fought them on turn 3 or 4). Or is this a new way of the allocation of supplies?

Fortified places disappearing?

Just started a new 'grand campaign' and noticed, that I don't have to fight fortified soviet places after I encircled them (I'm not sure whether it is a question of encirclement but this is where I noticed it). They just vanish into thin air as soon as I approach them.

Since WitE 2 tries to be a simulation to depict the German war time economy for R&D and upgrading the units would be quite laborious for the developers (and probably even a whole simulation by itself - if it could be done at all).
To me it is a fair compromise to have the historical upgrade schedule ...

Thanks for clearing this up so fast.

The only other thing I found in the manual was the 25% strength limit and that obviously was not the case at the beginning of a scenario.
