Are SdKfzs considered tanks?

Are SdKfzs considered tanks?

I was considering starting a new campaign with the latest beta and was looking over the setup in '41.
I looked at the 16. Mot Division (XXXXVIII. Corps) and saw that it had listed 10 tanks on the unit information shield. So I looked at the ToE of the 16. MD and didn't find any tanks. Other motorised divisions don't have tanks listed in their ToE.
The 16. MD itself has 26 SdKfz of different versions (from 221 - 223 and 231) and an attached support unit (Army SP light Flak unit with two SdKfz 7/1 and eight SdKfz 10/4). Is any of these SdKfzs considered to be a tank unit? Because otherwise there are no tanks around.
But the SdKfzs 7 and 10, especially in their Flak versions, didn't seem to have any armor at all. Or are they considered tanks because of their Flak guns?
And does it matter at all or is it just an 'unfortunate misinformation for the player' error?

When SP Flak SdKfz are in a SP Flak SU they are shown (and counted) as AFVs.
When the same SdKfz is directly inside a Divisions TOE, it's not shown (or counted) as an AFV.

The best explanation may be that later on those SP AA will (partially) become Wirbelwind, Möbelwagen and Ostwind... Those then are actually heavily armored Chassis. I guess that's why they are counted as AFVs already when they are still normal Tracked trucks... Altough even inside Divisions a Ostwind will also not be shown as an AFV....so...

Note that the mentioned "counted" means, that the AFV number shown in the OOBs/Overviews for your Forces will list them as AFVs too.
