On the other hand your regime has beaten most others on the planet to "graduate" from minor to major. So you can expect the previous leadership to be reasonably competent, and at least key people were probably in the right positions.

This model attacks 4 times per round (as indicated in the icon with 3 triangles). If you multiply the numbers by 4, they match (the way combat calculations work, average number of hits the unit will deal does not change if attack is split into several that add up to the same number).

A round is 6 days of fighting. Artillery can be deployed in at most a few hours. It could perhaps get a penalty on the first round though. One possible advantage self-propelled artillery could have is being able to fire on units that broke through.

Doesn't the manual say that new leaders get bonuses to skills from your regime's levels? Adding another bonus systems on top of that may be too much. Also more elaborate headhunting is represented by different recruitment cards.

University may get more usefulness in late game where with a large empire your throwing more BPs at research is itself subject to diminishing returns, plus a high rank university needs much less workers than a high rank Boffice.
