But the main point is that for the same 14-day “game turn”, both players have the same weather advantages/disadvantages and both players know before each plays his turn what the weather is. It’s just that player A plays his turn first.

I assume it's because those two are captured cities?

In the manual on page 150 it says:

• Captured enemy Resources will generally provide less supply than
  friendly ones.

When British Islands have been in axis control, I have never seen any city go above 5 in supply.

• No DoW on Russia before 1941.
  No diplo on majors
  No diplo on Bulgaria

Are any of Hawaii, Manila, Singapore, Batavia, Guam, Kukum, Calcutta, etc. in Axis control?

For example, if Axis control Singapore, Batavia, and Guam. US NM will drop with 130 each turn (50 + 50 +30)
