I noticed the same thing with the Allied strategic supply depots in Wacht am Rhein scenario. The depots' selected supply mode button has this greenish background color and it is locked.

Captured bases will give you supply AP just as a normal depot that you built yourself. However, remember that you do not get the full value of enemy supplies in the captured depot (due to ammo mismatch etc.), but you get all fuel though. If you cannot hold the depot except for a short time or you are not planning to push through the area then depleting it is the way to go. That is a cool idea, but would require some historical data about the bridges and their capacity. So, technically probably viable suggestion, but finding proper historical source might be a challenge.

Yeah, I think Decisive Campaigns: Ardennes Offensive has the best graphics of the genre at the moment. This game is not that easy to look at, but the mechanics and WEGO concept hopefully make it worthwhile.

P.S. I think the map mod helps a bit, but it won't help with the interface.
