Just an update for anyone with the same issue - I hadn't realised but you can get a significant bonus from negotiating a deal that gifts tech, which is helpful as a workaround, but I still think the envy modifier is far too high.

I retire them at shipyards away from planets (like the absorbed Pirate stations or abandoned). I rarely use them for shipbuilding since they are always lacking resources anyway. I think it's overcompensating for a relatively weak or ineffective reputation system. Getting a -2 or -3 reputation from declaring war for no reason, or conducting a hostile invasion of an independent system just doesn't stack up against a -35 modifier for being peaceful, but powerful. You carried an extra 10 there, it's +35 total.

So break even if you spend a century or so researching diplomacy for all the races and give gifts and happen to have treaties with their friends :cry:

I have a save game that reliably reproduces the "notifications disappearing too soon" bug, please see attached.

On my system, the messages disappear long before they are supposed to, after 2-3 seconds. Should be plenty of messages appearing for you to check against.

A minor but insanely annoying bug - Independent ships are repeatedly notifying me that they've spotted a collosal ship in x system. I know, it's mine.
