Solved the problem
In windows 11, the game directory had this location
C:\Users\Username\ OneDrive \Documents\My Games\The Operational Art of War IV

I uninstalled Onedrive by saving my personal files from documents and then made a new windows account
After reinstalling, the game started working ...

After clicking on the select default directory button, I get the error the system cannot find the specified path and the game crashes. I use windows 11 notebook with non latin username.
