If you stockpile all your mines (something I do recommend, with a caveat), then the Sub Minelaying mission will still be created, but it won't be able to load any mines on the sub, and thus you won't see the "Lay Mines/Do not Lay Mines" option on the TF screen . This is very likely your problem ...

Thanks for the responses. I do have that version 1.7.11.24. So, I did something wrong and when I do have this issue again will take screen shots and post.
