Actually this is exactly how it is supposed to be.

I think that the logic is that enemy people don't want to fight for you. :)

Hello!
I'm pretty new to the random game mode, although I like it a lot. One of the things that I haven't been able to 'solve' is the fact that none of the enemy cities that I have captured can produce units, even a few years after the city was captured and the war ended. I don't suppose it should ...

Seems like an interesting turn. I'd guess that Turks desperately want to capture Cyprus right now, at any price, to free most of their forces there and send them north.
They don't seem to be successful so far. :)

Each Formation needs to have only ONE objective to be a valid scenario for use against the computer [of course, more than one objective would generally provide a better opponent]. In the Editor, check View > Properties. Does it say the scenario is Valid? If not, what does it tell you it needs ...
