This sounds utterly game-breaking, you can't even upgrade and re-en-force a unit in the same turn, but you can do all of this with para-troopers? Terrible.

Had time to hot-seat this and the answer is NO. Orenburg Cossacks are 'Liberated' but no units spawn.
Taking Astrakhan by the Whites does liberate them and a Astrakhan 'host' of 2 units does spawn around the town at the end of the turn.

Good to know if the Whites want to waste time on Orenburg ...
