Based and thanks to the solution by Jochen here is what I found out and what you can do to make SeaBee work without a problem.

Seabee saves in the file bin\data.sb when it looked the last time for updates and if you accepted the EULA.

Idea:We create this file every time we start SeaBee.

I wrote it today new from scratch and just tried to recreate the look of SeaBee.

Update 09 July 2023:
I added some switches and edited the decriptions according to the great new manual. 8-)

There is a maximum capacity for oil storage in a base.
In many bases it is 1000 times of the oil capacity. Example: Taihoku oil 8 and max capacity 8000.
If the capacity is reached no more oil is produced.
This is a least true for Taihoku, Shikuka and Boela.

But there must be another rule ...

I already blew the dust off the old scripts and they still work.
But I planned to wait a bit because there seem to be further updates to the data and a map takes over an hour to build.

Wrong spelling of Hatsushimo in all scenarios I checked.
This was already wrong in the latest version before.

Ship #212 is Hatsushimo of Hatsuharu class.
At the moment it is spelled Hatsushima.

The makros are mostly not necessary. Only for the ship building planner they are mandatory.
LibreOffice is at the moment not really compatible with the Excel file. The CSV files can't be imported and the totals are not displayed.

All I get are errors when I try to run it

What I have figured out is your program WETTstart.cmd is flawed. It calls Java.exe, but in most systems that is not a 32-bit Java installation which is needed
for tracker to load a turn.

And then after than my old version of Excel does not support the ...

The ship build time does not matter in the first place.
You set the delay date in the editor and that is the date the ship arrives if the player is willing to pay the price till the delay date.
If the ship delay date is early in the game while the ship has a high durability (for example Yamato ...

Here is a more technical answer:
Only two values are needed. Delay and Durability
In the editor Delay is a date. I use Delay in my examples as the number of days between the current date and the editor Delay date. Tracker does the same btw.

If you multiply anti-soft value and # of squads/devices, then sum them together for a unit, you would get a unit level anti-soft "firepower" number. That could be a useful metric to have to compare against other similar units.
If you do that for an IJA Infantry Division and a US Army Infantry ...

Plan shipbuilding for Japan with development of the pools

Evaluating combat value of LCUs

To evaluate the combat efficiency of LCUs we have the "Assault Strength" value.
In my opinion this is not very helpful as it is a very simple number. If this would be the real efficiency you would have no problems fighting against units with an av value of 0.
