What is the method you are using to assign those units? I can't go to the support unit and assign it, and I haven't been able to go to a HQ and attach it to the higher HQ and then assign a support unit from the frozen HQ. I was able to load the save and continue without getting the popup, but I was in the movement phase and not the air phase (had you already executed the air phase)? Loaded your save, ended the German turn.

With FOW off, it shows 4=7 (fort level 1, 2 CPP), it's real value is 4.05/7.91, which seems correct
With FOW on, it shows 4=4 (FOW can show you incorrect info, so nothing wrong here)

When I run attacks on the unit, it shows up having a starting cv of 79, so ...

CPPs are gained, and forts are built at the very end of the movement phase (when you end your turn, remaining MPs are used to gain CPPs and build forts).

If you have a save, you can attach it to a post and tell us what unit to look at.

A fort level 1 doubles the defense value only. A 100 CPP doubles the attack value only. So a unit with 100 CPP in a fort 1 and clear terrain will show equal attack and defense CVs. That's probably what you are seeing. Not as sure what to say about the combat CV versus display CV as I've forgotten ...

The initiatiave changed from Axis to Soviet, so you are now looking at the Soviet score. Given those points, the Axis player is very likely to win a victory at the end of 1944. Initiative automatically shifts at the start of July 1943.

Please do not imply that cheating is going on here. I have checked the logs and can attest that there is no double downloading going on for the German player.

I don't know the exact specifics, but I thought that hasty attacks have less artillery bombardment. Perhaps in these cases, the Germans units are much better at causing disruption and losses than the defender (which is out in the open and not in forts). I assume it has to do with construction value, and I also assume that as with CVs, fatigue reduces your construction value.

The RRC is the cost in MPs to repair the hex. This can go up as the FBD moves and gains fatigue. You can’t repair if you don’t have enough MPs.

I had totally forgotten about the 194 part of the rule. We likely implemented it so as to reduce the ability to go quite so far with German units (just like the limit's at 15 and 8 MPs). Clearly something's not lining up, and as I've seen some odd quirks with the predictor, I just assumed it's not ...

The last update altered the build limit for airborne brigades, so new games should no longer have this exploit.

Balance does not impact the AI movement routines, so yes, you can use that to balance games with the AI without boosting it's movement.
