2nd Area Army higher HQ

The higher HQ for 2nd Area Army is supposed to be South Army, which in turn is commanded by Imperial GHQ. But in a land battle I just had with that at a 2nd Area Army base the commanding officer for the battle was the leader of Combined Fleet. Is this a bug or is there some other explanation?

Do the PB4Ys act the same as other patrol aircraft in the game? That is, can they be based a "1" airbase like the flying boats can be? It seems to me, as a variant of the B-24, it should require a minimum of a "4" airbase.
