This is also the case on my machine. If I wiggle the cursor over the edge of the Credits button, the words of the credits blink, up where they should be, but I can't get them to stay on the screen. So they are "there" in some fashion, just invisible, or concealed.

Also, in the Small Setup scenario, Columbus, Georgia, starts the game under Union control.
