If I have troops and tanks enough in my recruitment pool I usually go for attack in the first blizzard turn and keep it up for as long as I keep winning the battles. But starting the attack without replacements and with worn down units is not advisable.

I think they are automatically added to your divisions and corps. At least that's the way it used to work with the original version. When the SU-76 became available, those regiments started popping up by themselves.

It is an EU shield, but not for an actual country ...

Looking for tips here.

It was implemented in the game Western Front (that is very similar to WIR, don't know what the relationship is though...). But I think it would make WIR too easy for a human player.
