Supply From Enemy Dumps

Hi
As the axis I have captured Stavlot supply base which has oodles of fuel but my out of fuel units have been sitting on it for several turns and they are still out of fuel. It is correctly shown as a supply source but it sure ain't supplying. This is in the scenario Drive to St Vith.
Any ideas ...

I think you will find that this game has been sold in its various iterations for around 20-25 years,

Can anyone explain to me in simple terms what happens when reducing replacements to high HQs then the upping the replacements for lower HQs has?
I can't make head nor tail of the last two lines of the mouse over message for replacements ... and English is my first (only [;)]) language!

Radius of Higher Command

I'm aware of the importance of keeping units in touch with their Korps/Army. How close do Korps/Army have to be to their higher command?
The HQ Power Range graphic is the same size for all headquarters so would I be right in thinking that the effective radius is the sae?
