Hmm...at least a week from my post in the mod forum and coming up on a week from this post here. When can I expect an update to the manual or an errata sheet so that all of the mission building events are documented?

See my "modfile.exe works?" thread at the bottom of this forum section. Mehrunes elborates and gives examples. Take his last bit of advice: restart stars.exe after activating a mod.
