I've mentioned this before as another symptom of the general lack of chrome. There's no fuss when an Axis minor surrenders; you find out by accident, as you note. It's not a huge deal, but it's a shame :).

Check out p. 290 of the manual. No mud turns in June '41, so you won't grind to a halt at the border, but you've got a ~ 6-7% chance of a mud turn in July. There's a caveat (see p. 289) - there will be at most one mud turn per weather zone 19th June - 30th September.

It's a proper Windows application, unlike many games. So sure. That said, I run it maximised and auto-hide the Windows 7 taskbar, so it feels like a fullscreen app.
