Unforuntately, TS:JC was not build so that the core maps could be edited. There were plans to add in expandability using some of the same XML files, etc. but that was never put into reality.

I can confirm that ammunition is a probability event. Whenever you fire an ammunition type, a 'check' is made to see if that is the last shell.
