That is the commander screw up mechanic coming into play. You too can emulate the great blunders of WWI via misplaced fingers on a map. Complete simulation down to the actual means in which commanders screwed up in the war itself.

If you research a new technology with a critical component to a design (sensors, damage control, etc...) that you didn't have previously then the AI will design a new version of the appropriate hulls with that new component without adjusting for size restrictions.

You can upgrade bases from the Ships & Bases menu, regarldess of whether they're at a planet or otherwise. Select base, hit the retrofit button, select the design you want to retrofit to, and wait for a construction ship to go out and build the new components.

-9001 on the idea of covering the most over-used front in the most over-saturated war in all of wargaming history that is already partially covered by the series in question currently. +5 for Africa Campagins, China, or small chained scenarios covering the various Pacific Islands.
