Rebel manpower

What are some hints for maximizing rebel militia production. The manual says something about having supply available in areas with population, so I have been trying to make sure that I build a lot of supply every turn, especially in the larger cities. Anything else I should be doing?

I had the same problem with Austria. I think I found all of the free states and conquered states but it would still not advance. Can anyone review what I may have missed. I had no empty counters.

If it stays Napoleonic, I would say Spain is a perfect fit for the engine. but if it is anthing
(1) Spain 1808-1814
(2) 1814-another good fit for the engine

Forgot to mention the FPS rate- put it at 8, which is the lowest it goes. Not being a technical guy, I don't know what this means but it ran fine after I did that and I had no speed issues after that. The mouse was responsive and everything moved at the proper speed.

I voted for Frederick the Great but I would buy any of them.&nbsp;
I bought For Liberty from Battlefront and am looking forward to this update.&nbsp; Although I am an American, I have really only played the Hungary scenarios.
