What are some hints for maximizing rebel militia production. The manual says something about having supply available in areas with population, so I have been trying to make sure that I build a lot of supply every turn, especially in the larger cities. Anything else I should be doing?

Where you build supply doesn't matter as long as transport lines aren't broken. The CSA does a automatic draft in 62 and you'll see a rise in new militia. Don't overbuild supply but have enough for supplying troops, new recruits, mounted conversions, forts and raiders. You'll need alot artillery (Hvy and Lt) to win.

Best thing you can do aside from making sure you have adequate supplies is to defend your population centers, including those tied to recruiting from the Border States. As the south you have to expect to lose some of your population centers as the war goes on, but hanging onto them as long as possible will help you in the long run. Also, if you have the ability to prevent the Border States from changing allegiance, that will gain you some extra population as well. You will see a big uptick in your recruiting in 1862, which will be especially large if you can hang on to your population areas through the winter of 1861-62. Beware of losing ports with population via amphibious invasions.
