Opportunity fire

Can somebody explain how opportunity fire works?

I never get more than 2 shots. I can have 50 units that can fire, but I never get more than 2 units to fire. However, when I've fought the Brits or the Germans, they will often get 3 shots.

I tried it in a solo game, and 'Y' worked as expected for a couple of turns. Then it locked up. I'm thinking perhaps I should see if it only hangs if I hit 'Y' but the selected unit has already fired all it's weapons. <br/>
