Sighting Error Message

During the A/I move a "Sighting Error" message occures and the AI freezes. Cursor becomes a clock face and all progress stops.
Is there something I can do to fix?

At the scale of this game, you would put a column in one hex, a line in the next and a column in the next.  Mixed Order.
