I have made a modification of the main scenario that adjusts some of these issues. I set my carrier borne air groups with a maximum value which fixed this problem, but makes the air group size fixed and unvariable.

Weather also plays a factor in the Nell's finding their targets and being able to take off for a mission. Are they set to Day or night operations? Do these task forces have fighter escorts? is their Airfield damage? is their enough Air Support on the ground? We need more info to help you.
