It is the Convair Buck Duck (GAM-71), a rocket powered decoy device that was intended to be used on the B-36 Peacemaker. The program was ended without any actual product being made. The same thing happened to the Lockheed Bull Goose. McDonnell GAM-72 Quail was eventually choosen as the decoy device for the B-52. The Quail is the granddaddy of the US air launched cruise missile program.
